This is a bug report. I can't figure out how to submit something to the bug tracker.
After the device is booted and the camera app is started for the first time, it stops responding. After it is closed and re-started, it works fine.
I think this is a serious issue. Just imagine seeing a big news event, pulling out your phone to take a picture... "Camera is not responding. Would you like to close it?"
There is a "New issue" tab on redmine to open new bug reports. However what you describe is not a bug, but simply happens because the phone is too slow. If you want a bit longer, you'll see that it ends up working. Every applications is slower on cold boot, that's not a bug at all, it's just very noticeable on the camera app.
